Even in a negative scenario of continued war, Ukraine already has an expenditure reserve of 610 billion hryvnias. Hetmancev was mistaken in his calculations regarding Ukraine's needs for 1 trillion hryvnias. This could be a mistake or an intention to start tax terror against businesses and the population.
Analyzing the material, one can conclude that Hetmancev was mistaken in his forecasts regarding Ukraine's financial needs, or he has malicious intent to conduct tax terror. Regardless, Ukraine already has a substantial reserve of money for the future.
