The government allowed to reserve up to 75% of employees in critical communal infrastructure.

The Cabinet of Ministers of Ukraine has made a decision that allows enterprises servicing the critical infrastructure of the life support sector to reserve up to 75% of their employees. This innovation will help reduce the personnel shortage and ensure the uninterrupted operation of critical facilities even during wartime.In particular, this opportunity applies to specialists who ensure heat supply, water supply, wastewater disposal, and solid waste transportation. Additionally, the criteria for municipal enterprises regarding the salary level of employees who can be reserved have been eased.
“At the local level, enterprises often operate at the limit of their capabilities due to personnel shortages. Without experienced specialists, locksmiths, operators, and sufficient repair teams, maintaining networks in proper condition becomes extremely difficult,” noted Deputy Minister of Community and Territorial Development Kostyantyn Kovalchuk.
Earlier, the Cabinet of Ministers amended the procedure for reserving mobile operators and internet providers from mobilization. According to the new rules, reserving is now extended to employees of telecommunication service suppliers who build resilient networks capable of withstanding power outages, using xPON technology, or networks providing power supply on highways and national roads.Also, starting from April 1, 2026, all previously made reservations under the old rules will become void, and enterprises will be able to reserve their employees again only after updating their critical status according to the new requirements.
