The government has expanded the opportunities for receiving housing rental subsidies for internally displaced persons

The Cabinet of Ministers of Ukraine has adopted resolution No. 422, which improved the procedure for providing subsidies for renting housing for internally displaced persons. According to the information from the Pension Fund of Ukraine, this resolution anticipates an increase in the number of individuals eligible for state support.

This type of state support has been implemented since January 29, 2025, and provides financial assistance to those who were forced to leave their homes due to the war and are now renting accommodation.

According to the new rules, families are entitled to receive assistance that will automatically be paid every six months without the need to apply again. Verification will be conducted based on data from state registers collected by the Pension Fund of Ukraine.

The criteria for receiving subsidies have also changed. Now, the right to receive them is granted to families whose rental expenses (within social norms) exceed 20% of the average monthly total income. At the same Time, the calculation of the subsidy will be based on the current average rental cost in the given region, which will be determined by the State Statistics Service for January 2025.

One of the innovations is the expansion of the list of residential properties that can be rented. Now, the subsidy can be provided not only for renting an entire dwelling but also for renting a separate room. Additionally, the process of entering rental agreements has become easier, allowing the use of both standard contracts and individual agreements.

The program for receiving rental subsidies has become more accessible due to the possibility of entering into contracts with legal entities. Also, landlords can voluntarily waive tax compensation related to renting properties to internally displaced persons.

According to government representatives, these changes are aimed at simplifying access to subsidies and expanding the pool of individuals who can receive state support. The goal of the improved mechanism is to make the support system for internally displaced persons flexible and adaptable to real living conditions.
