MSC has been liquidated: how to currently obtain disability in Ukraine.


Changes in the rules for providing disability after the liquidation of MSC
MSC in Ukraine has been dissolved, and new expert groups formed by doctors have replaced them to determine whether a person is entitled to disability, the Ministry of Health reported.
These changes are being introduced to modernize and combat corruption in the disability provision system. Doctors from the former MSC will not have the opportunity to join the new expert teams, but regular doctors can join them. So far, about 1500 teams have been formed from 5.6 thousand doctors, which is three times more than the number of doctors in the former MSC.
The process of assessing the health of people with disabilities is also undergoing changes. Now doctors or heads of VLK generate electronic referrals for health assessments. The assessment criteria include the ability for self-care, mobility, orientation, behavior control, communication, learning, and work. Medical records will be digitized, and document checks and appointment of hearing dates will be carried out by administrators of special medical institutions.
In the new system, expert groups are formed automatically based on randomness to ensure objective assessment. Patients have the right to appeal the decisions of the expert teams at the Center for Functional State Assessment. Furthermore, certificates and documents issued by MSC until January 1, 2025, will remain valid.
